In March 2021, Congress passed and President Biden enacted the American Rescue Plan Act (ARPA), which includes the Homeowner Assistance Fund (HAF) to provide financial assistance to homeowners who are behind on their housing related payments due to the COVID-19 pandemic.

Washington will receive $173 million under this program for homeowner assistance. The Washington State Housing Finance Commission will administer the HAF program across Washington state. As the operators of the Washington’s official Homeownership Hotline, WHRC will serve as the primary entry point for homeowners wishing to connect with the program.
